Bid / Proposal Manager
About the role
Location: Riyadh, Khobar / Dammam, or Jeddah (Saudi Arabia) Reports to: Senior Director, Project and Construction Management Experience: minimum 5 years in Saudi Arabia on bids, tenders, and proposals (PMC, construction management, or owner's representative) Purpose Own bid and proposal production for Habwah / WakeCap PMC pursuits in KSA so submissions are compliant, priced, staffed, and on time.
Responsibilities
Run the bid calendar: EOI, RFP, clarification, submission, and presentation deadlines; keep a live go/no-go log. Lead proposal structure: executive summary, methodology, org chart, CVs, programme, commercial response, and compliance matrix against the client's terms. Coordinate inputs from delivery, project controls, commercial, HR, and legal; chase gaps and lock versions before issue. Apply KSA tender practice: Etimad / government portals, SAP Ariba and similar buyer portals, bid bonds, performance bonds, Nitaqat and Saudization implications for proposed teams, and Arabic/English document sets. Build and maintain a reusable proposal library and a lessons log after each submission. Support clarifications, presentations, and post-submission queries; hand a clean commercial and scope file to delivery at award. Flag no-bid early when scope, bonds, licensing, or named key staff cannot be met.
Requirements
5+ years in Saudi Arabia producing or managing bids for PMC, CM, cost, or engineering services. Proven submissions to developers, government, or semi-government buyers in KSA. Strong English; Arabic reading sufficient to work tender booklets and portals (writing Arabic is an advantage). Comfortable with pricing build-ups, rate cards, and staffing plans. Based in the advertised city (Riyadh, Khobar / Dammam, or Jeddah).
